Should Juveniles Be Shackled In Court

The American Bar Association is questioning whether minors should be shackled in court, and whether they should be sentenced to life without parole. Judge Lee Bussart of Lewisburg, Tennessee says that being shackled helps juveniles to feel what it’s like to be a criminal, and to reconsider their behavior.
